Notice of the Comprehensive Department of the National Energy Administration on in-depth evaluation of emergency capacity building of power enterprises

    The National Energy Administration sent energy regulatory agencies, State Grid Corporation, Southern Power Grid Corporation, Huaneng, Datang, Huadian, Guodian, State Power Investment Group Corporation, Power Construction of China, China Neng Construction Group Corporation, the relevant power enterprises:

    In order to thoroughly implement the Law of the China on Work Safety, the Law of the China on Emergency Response and relevant laws, regulations and rules, promote the institutionalization, standardization and standardization of emergency management in the power industry, and improve the emergency response capacity of the power industry, the following requirements are proposed for the evaluation of emergency capacity building of power enterprises (hereinafter referred to as enterprises):

1、 Work Objectives

    Deeply implement the national laws and regulations on emergency management and decision-making deployment, from the actual situation of the power industry, adhere to both prevention and emergency, the combination of normal and abnormal, to strengthen the emergency basis as the focus, to strengthen emergency preparedness as the key, to improve the ability to deal with emergencies as the core, and improve the working mechanism for continuous improvement of emergency management in the power industry.

    In 2017, we will comprehensively carry out the emergency capacity building evaluation of enterprises, and complete the emergency capacity building evaluation of power grid enterprises at or above the prefecture-level level, power generation enterprises with a total installed capacity of more than 600MW, and power enterprises participating in medium-sized and above power construction projects by the end of 2017. Strive to complete the emergency capacity building evaluation of all power grid enterprises, power generation enterprises and power construction enterprises by the end of 2018, laying the foundation for the formation of a unified command, reasonable structure, sensitive response, efficient operation, strong support, and able to efficiently respond to all kinds of emergencies.

2. Working principles

    The evaluation of emergency capacity building in the power industry follows the following principles:

    (1) Guidance from regulatory authorities. The National Energy Administration has formulated standards and norms for the evaluation of emergency capacity building, clarified work objectives and requirements, guided and urged enterprises to evaluate emergency capacity building, and coordinated solutions to prominent problems. The agency of the National Energy Administration is responsible for supervising and guiding the assessment of the emergency capacity building of enterprises within the jurisdiction, and the assessment of enterprises is included in the annual safety production supervision.

    (2) Enterprise independent management. Enterprises shall independently carry out emergency capacity building assessment in accordance with the requirements of this notice. According to the actual construction objectives, formulate evaluation plans; Independently divide assessment levels, improve the assessment system, and clarify reward and punishment measures; Independently set up a team of assessment experts or entrust consulting agencies to carry out professional training, and solidly promote the work of the enterprise.

    (3) Classification and assessment. Enterprises in accordance with the requirements of relevant norms, according to the power grid, power generation, power construction and other different professional and subordinate enterprise categories, targeted to carry out emergency capacity building assessment, in the form of scoring and quantification, determine the assessment level, strengthen classification guidance.

    (4) Continuous improvement. Enterprises should make changes while evaluating, promote construction through evaluation, strengthen closed-loop management, make up for weaknesses, roll forward the evaluation of emergency capacity building, summarize experience in time, improve systems and measures, and continuously improve and comprehensively improve the emergency management ability of enterprises.

3. Job requirements

    (1) Implementing the main responsibility of enterprise emergency capacity building assessment. Enterprises should deeply understand the significance of emergency capacity building evaluation, effectively strengthen organizational leadership, clarify the responsible departments and personnel, according to the "Emergency Capacity Building Evaluation standards for Power Grid Enterprises (Trial)", "Emergency Capacity Building Evaluation Standards for Power Generation Enterprises (Trial)", "Emergency Capacity Building Evaluation Standards for Power Construction Enterprises (Trial)" and relevant standards and norms. Strengthen emergency response capacity building by focusing on important aspects such as prevention and preparation, monitoring and early warning, handling and rescue, recovery and reconstruction, and comprehensively improve the level of response to emergencies of the unit; It is necessary to strengthen independent management, take the evaluation of emergency capacity building as an important part of enterprise management, establish and improve the working mechanism, formulate the implementation plan and annual plan of the evaluation work, clarify the construction measures and guarantee conditions, and actively carry out the construction evaluation. According to the situation of the enterprise, a team of evaluation experts should be organized, the working procedures should be clear, and the evaluation should be carried out objectively, fairly and independently. The work program and annual work plan of the enterprise as well as the evaluation shall be reported regularly to the relevant regulatory authorities.

    (2) Supervise and manage the evaluation of emergency capacity building. The dispatched agencies of the National Energy Administration should strengthen the supervision of emergency management work, guide enterprises to plan, step by step, and actively and steadily promote the evaluation of emergency capacity building. We should combine the construction of safety production risk pre control system, integrity system, and special supervision, and take the evaluation of enterprise emergency capacity construction as the supervision content to urge enterprises to strengthen the construction of weak links; Timely spot check the evaluation work of enterprise emergency capacity construction. For enterprises that fail to carry out the evaluation work as planned or fail to rectify problems found in the evaluation, they shall be ordered to rectify within a specified period of time.

    (3) Establish a long-term mechanism for evaluating emergency capacity building. Enterprises should establish and improve relevant systems, strengthen organizational support, clarify target assessment requirements, and continue to promote emergency capacity construction. We need to increase the efforts to rectify identified problems through evaluation, organically combine emergency capacity building assessment with enterprise accident hazard investigation and management, and continuously optimize emergency preparedness. Adhere to classification guidance, and for enterprises with low evaluation scores, focus on improvement and promotion; Enterprises with high evaluation scores should focus on construction and consolidation to ensure comprehensive improvement of their emergency response capabilities. Each dispatched agency should select typical enterprises and engineering construction projects in a timely manner based on the evaluation of the enterprise''s emergency capacity, establish an experience exchange platform, and promote the further improvement of the evaluation level of the enterprise.

(4) Strengthen the promotion and training of emergency capacity building assessment. Each unit should do a good job in promoting and educating the evaluation of power emergency capacity construction, create a strong atmosphere, cultivate typical and exemplary guidance, and continuously improve the enthusiasm, initiative, and creativity of emergency capacity construction evaluation. We should actively organize professional training, develop training plans and outlines, rely on existing resources, focus on evaluating experts and emergency management personnel, and use various methods to carry out emergency training, continuously improving the professional quality and management level of personnel.

    The problems and related situations in the work of each unit should be promptly reported to the Electric Power Safety Supervision Department of the National Energy Administration.
