23 Provinces Clarify the Installed Scale of Wind Power and Photovoltaics in the 14th Five Year Plan

    Recently, the Comprehensive Department of the National Energy Administration issued the "Notice on the provincial" 14th Five-Year Plan "renewable energy development planning for the record" (hereinafter referred to as the "Notice"), requiring provinces to report the region''s "14th Five-Year Plan" renewable energy development plan. According to preliminary statistics, a total of 23 provinces in the public documents clear wind power photovoltaic "fourteen five" installed capacity, the total scale reached 620 million kilowatts.

    The "14th Five-Year Plan for Renewable Energy Development of Inner Mongolia Autonomous Region" issued by Inner Mongolia proposed that the installed capacity of renewable energy power generation in Inner Mongolia reached more than 135 million kilowatts at the end of the "14th Five-Year Plan", including 89 million kilowatts of wind power and 45 million kilowatts of photovoltaic power, which is equivalent to 51.15 million kilowatts of new wind power projects and 32.62 million kilowatts of photovoltaic projects. A total of 83.77 million kW, including local consumption and delivery of two categories. The average utilization rate remains above 90%.

    Hebei Province issued the "Hebei Province National Economic and Social development of the 14th Five-Year Plan and the outline of 2035 long-term goals" proposed that by 2025 the installed capacity of wind power and photovoltaic power generation reached 43 million kilowatts and 54 million kilowatts respectively. By the end of 2020, the installed capacity of wind power and photovoltaic power in Hebei Province will be 22.74 million kilowatts and 21.9 million kilowatts respectively. Therefore, during the 14th Five-Year Plan period, Hebei Province is expected to add 20.26 million kilowatts of wind power and 32.1 million kilowatts of photovoltaic power, totaling 52.36 million kilowatts.

    The 14th Five-Year Plan for the National Economic and Social Development of Shaanxi Province and the Outline of the 2035 Long-term Goals issued by Shaanxi Province proposed that the total installed power capacity in 2025 will exceed 136 million kilowatts, of which 65 million kilowatts of renewable energy will be installed. By the end of 2020, the cumulative installed capacity of wind power and photovoltaic projects in Shaanxi Province will be 19.81 million kilowatts. It is expected that during the "14th Five-Year Plan" period, Shaanxi Province will add about 45 million kilowatts of wind power and photovoltaic installations.

    The "14th Five-Year Plan" Energy Development Plan of Gansu Province issued by Gansu Province proposed that during the "14th Five-Year Plan" period, the province added 32 million kilowatts of photovoltaic power generation; Wind power project 24.8 million kilowatts.

    The "Notice" clearly requires that the relevant provincial energy authorities need to report the region''s "14th Five-Year" renewable energy Development Plan to the National Energy Bureau for the record before April 28; Provinces (autonomous regions and municipalities directly under the Central Government) that have not completed the preparation and issuance of their plans shall complete the filing within 10 working days after the preparation and issuance of their plans; Provinces (autonomous regions and municipalities directly under the Central Government) that have not specially prepared the "14th Five-Year Plan" for the development of renewable energy are required to submit the relevant content related to the development of renewable energy in the relevant planning for the record.
