National Energy Administration: Prioritizing the Development of Wind Power and Distributed Photovoltaics during the 13th Five Year Plan

    On November 26, He Yongjian, deputy director of the Planning Department of the National Energy Administration, said when attending the China Oil and Gas Reform and Development Summit Forum that during the 13th Five-Year Plan period, China will give priority to the development of east and central decentralized wind power, offshore wind power and distributed photovoltaic power generation.

    He Yongjian pointed out that during the "13th Five-Year Plan" period, the global energy supply capacity is sufficient, and the demand has maintained low growth. Energy development presents a new pattern of "production moving west and consumption moving east". At the same time, domestic energy development has entered a "new normal". In the above context, China''s energy development during the 13th Five-Year Plan period has nine key tasks. They are to optimize the energy development pattern, strengthen the power system and natural gas peak regulation capacity building (to make up for weaknesses), implement the energy demand side response capacity improvement project, make every effort to resolve overcapacity, promote the clean and efficient use of fossil energy, promote the sustainable development of new energy, expand the natural gas consumption market, innovate and cultivate new forms of energy, and accelerate the institutional reform and innovation of the institutional environment.

    In terms of promoting the sustainable development of new energy, He Yongjian said that during the "13th Five-Year Plan" period, China will give priority to the development of east and central distributed wind power, offshore wind power and distributed photovoltaic power generation, and achieve low-voltage grid connection. Overall local market consumption and cross-regional transmission capacity, steadily promote the construction of wind power bases and photovoltaic power stations in the "three North" region, and strive to control the wind and light abandonment rate at a reasonable level in two years. Adhere to policy incentives and constraints, gradually reduce renewable energy price subsidies, and force industrial technological progress through market mechanisms. We will improve electricity prices and related policies for solar thermal power generation.

    (1) Focusing on making up for weaknesses, during the "13th Five-Year Plan" period, China will accelerate the development of pumped storage, leading hydropower stations, natural gas power stations and other high-quality peaking units; Speed up the flexibility of existing cogeneration units and coal-fired power units; Accelerate the construction of power spot market and auxiliary service market, optimize the dispatch, and reasonably compensate the peak load control cost; We will increase capacity building for peaking and storing natural gas.

    (2) In terms of resolving production capacity, He Yongjian said that during the "13th Five-Year Plan" period, China will implement the "reduction and replacement" policy in coal, strictly control the construction of new coal mines, and there will be no new projects in principle in the first three years. It is planned to withdraw 500 million tons of production capacity, reduce and restructure 500 million tons of production capacity, and reduce illegal overcapacity by 500 million tons.

    (3) In terms of refining, China will strengthen the total control of refining capacity and moderately promote the construction of advanced production capacity. Transforming and upgrading to form a batch of advanced production capacity, extending the refining and processing industry chain, and increasing the supply of marketable and high value-added downstream products.

    (4)In terms of expanding the natural gas consumption market, during the 13th Five Year Plan period, China will actively promote natural gas price reform, reduce pipeline gas prices, gradually open up production and sales gas prices, and implement gas and electricity price linkage. Promote the fair opening of natural gas reception and storage facilities, expand the import of low-cost LNG at sea, create a "big cake", and dilute costs. Reasonably layout the natural gas network and service facilities, and encourage direct supply to large users. Strengthen domestic natural gas exploration and development.
