    The National Energy Administration recently released the "2016 Energy Work Guidance".     Focus 2, accelerate innovation in the energy system.

    The opinions proposed to promote the promulgation of the "Several Opinions on Deepening the Reform of the Oil and Gas System" and study and carry out comprehensive pilot projects for the reform of oil and gas. Access to petroleum exploration, exploitation, import and processing will be lifted in an orderly manner. Promote the separation of oil and gas pipeline network transportation, and promote the fair opening of oil and gas pipeline network facilities.

    The opinions are clear, we will implement regionally differentiated energy development policies, reduce the total coal consumption in key regions in the eastern region, and focus on the development and utilization of nuclear power, coastal wind power, solar energy, and offshore oil and gas. We will speed up trans-provincial power transmission projects, especially the construction of transmission channels for hydropower and wind power, and increase the proportion of clean energy in the country.

Protect and demonstrate a group of nuclear power plant sites with superior conditions, and steadily advance the preliminary work of new projects. At the same time, we will vigorously develop solar energy, expand the construction scale of photovoltaic power generation "leader" bases, and continue to promote the construction of solar thermal power generation demonstration projects.

    According to the opinions, comprehensively promote the construction of electric vehicle charging facilities, in 2016, it is planned to build more than 2,000 charging stations, 100,000 decentralized public charging piles, 860,000 private charging piles, and a total investment of 30 billion yuan in various charging facilities.

    Opinions are also clear, promote the implementation of electric energy substitution. In residential heating, industrial and agricultural production, transportation and other fields, the development of electric heating, electric boilers (kilns), electric energy storage and peaking projects according to local conditions, orderly replacement of loose burning coal and oil. By 2020, it is planned to replace bulk burned coal and fuel oil consumption equivalent to about 130 million tons of standard coal.

    Focus 4: Promoting international cooperation in energy.

    Suggestions are proposed to accelerate the promotion of major energy equipment ''going global''. Actively promote the "going global" of nuclear power, expand the export of conventional large complete sets of equipment such as thermal power units and hydropower units, expand the export of new energy equipment such as wind power and photovoltaic power generation, and encourage refining equipment, operation, and design enterprises to "group together and go to sea".

    At the same time, the opinions are clear, actively participate in the construction of international oil and gas infrastructure, and promote the interconnection of oil and gas pipelines with countries along the "the Belt and Road". Pragmatically promote the natural gas cooperation project on the Sino Russian Western Line.

    Focus Five: Improving people''s well-being.

    Efforts will be made to strengthen energy development and construction in poor areas, the guideline said. We will steadily advance three major energy poverty alleviation projects in poor rural areas: upgrading of rural power grids, full coverage of rural power generation, and photovoltaic poverty alleviation.

    At the same time, a new round of rural power grid upgrading was launched. Organize the preparation of a three-year rolling implementation plan and establish a project reserve with an estimated total investment of about 300 billion yuan. Stable and reliable power supply in rural areas within two years.
