The National Energy Administration held a press conference to release the energy situation and renewable energy development in the third quarter of 2023, interpret the Guiding Opinions of the National Development and Reform Commission and other departments on promoting green, innovative and high-quality development of the refining industry, introduce the energy cooperation of the "the Belt and Road", and answer questions from journalists.

[Zhang Xing, spokesperson of the National Energy Administration] Thank you, Deputy Director Dong Wancheng. Please ask Deputy Director Wang Dapeng to introduce the development of renewable energy in the third quarter of 2023.

[Wang Dapeng, Deputy Director of the New and Renewable Energy Department]Dear reporters, let me introduce the development of renewable energy in the first three quarters of 2023. In the first three quarters of 2023, the National Energy Administration will deeply implement the spirit of the 20th National Congress of the Communist Party of China, anchor the goal of peaking carbon emissions and achieving carbon neutrality, coordinate energy security supply and green and low-carbon development, accelerate the construction of major projects such as large-scale wind and photovoltaic bases, and make every effort to increase the supply of clean electricity, continuously achieving new breakthroughs in the development of renewable energy.

The installed capacity of renewable energy continues to achieve new breakthroughs. In the first three quarters of 2023, the newly installed capacity of renewable energy in China was 172 million kilowatts, a year-on-year increase of 93%, accounting for 76% of the newly installed capacity. Among them, the newly installed capacity of hydropower is 7.88 million kilowatts, wind power is 33.48 million kilowatts, photovoltaic power is 128.94 million kilowatts, and biomass power is 2.07 million kilowatts. As of the end of September 2023, the installed capacity of renewable energy in China was about 1.384 billion kilowatts, a year-on-year increase of 20%, accounting for about 49.6% of the total installed capacity in China. It has exceeded the installed capacity of thermal power, including 419 million kilowatts of hydropower, 400 million kilowatts of wind power, 521 million kilowatts of photovoltaic power, and 43 million kilowatts of biomass power.

The generation of renewable energy is steadily increasing. In the first three quarters of 2023, the national renewable energy generation reached 2.07 trillion kilowatt hours, accounting for approximately 31.3% of the total power generation; Among them, the wind and photovoltaic power generation reached 1.07 trillion kilowatt hours, a year-on-year increase of 22.3%, exceeding the electricity consumption of urban and rural residents during the same period. (1) Construction and operation of hydropower. In the first three quarters of 2023, the country added 7.88 million kilowatts of hydropower installed capacity, including 3.68 million kilowatts of conventional hydropower and 4.2 million kilowatts of pumped storage energy. As of the end of September 2023, the cumulative installed capacity of hydropower in China reached 419 million kilowatts, including 369 million kilowatts of conventional hydropower and 50 million kilowatts of pumped storage energy. In the first three quarters of 2023, the national scale hydropower generation was 858.4 billion kilowatt hours, and the average utilization hours of hydropower in the country were 2367 hours. (2) Wind power construction and operation status. In the first three quarters of 2023, the newly installed capacity of wind power in China was 33.48 million kilowatts, including 32.05 million kilowatts of onshore wind power and 1.43 million kilowatts of offshore wind power. From the distribution of new installed capacity, the "Three North" region accounts for 65% of the country''s new installed capacity. As of the end of September 2023, the cumulative installed capacity of wind power in China has exceeded 400 million kilowatts, a year-on-year increase of 15%, including 368 million kilowatts of onshore wind power and 31.89 million kilowatts of offshore wind power. In the first three quarters of 2023, the national wind power generation reached 630.5 billion kilowatt hours, a year-on-year increase of 16%. The average utilization rate of wind power nationwide is 97.1%, an increase of 0.6 percentage points year-on-year. (3) Construction and operation of photovoltaic power generation. In the first three quarters of 2023, the country''s newly installed photovoltaic capacity was 128.94 million kilowatts, a year-on-year increase of 145%, including 61.8 million kilowatts of centralized photovoltaic and 67.14 million kilowatts of distributed photovoltaic. As of the end of September 2023, the installed capacity of photovoltaic power generation in China has reached 520 million kilowatts, including 295 million kilowatts of centralized photovoltaic and 225 million kilowatts of distributed photovoltaic. In the first three quarters of 2023, the national photovoltaic power generation reached 436.9 billion kilowatt hours, a year-on-year increase of 33%. The utilization rate of photovoltaic power generation in China is 98.3%, an increase of 0.3 percentage points year-on-year. (4) Construction and operation of biomass power generation. In the first three quarters of 2023, the newly installed capacity of biomass power generation in China reached 2.07 million kilowatts, with a cumulative installed capacity of 43.39 million kilowatts, a year-on-year increase of 6.8%. The biomass power generation reached 147.45 billion kilowatt hours, a year-on-year increase of 9.7%. The top five provinces and regions with newly installed capacity are Hebei, Guangdong, Jiangsu, Heilongjiang, and Shanghai, with 246000 kW, 210000 kW, 195000 kW, 191000 kW, and 134000 kW respectively; The top five provinces with accumulated power generation this year are Guangdong, Shandong, Zhejiang, Jiangsu, and Anhui, with 17.29 billion kilowatt hours, 14.11 billion kilowatt hours, 11.06 billion kilowatt hours, 10.57 billion kilowatt hours, and 9.56 billion kilowatt hours, respectively.
